Often, the most innovative active transportation projects are accomplished through local leadership. City mayors in particular can build the necessary momentum to create change in a community.

Example:

In 2011, San Francisco became the first large city in California to establish 15 mile per hour speed limits in school zones.  The zones were championed by Mayor Edwin M.
