The goal of this 2002 manual was to help local agencies in understanding development agreements and to provide them with practical tools to assist them in using development agreements within their jurisdiction. 

At this point, the Institute is including a link to the publication for historical purposes; the law has developed considerably in this area since 2002 and so this publication no longer reflects current law and should not be relied upon as such.  The Institute also no longer has funding to offer sample documents relating to development agreements (so those statements in the manual are also no longer current).
