A framework for reducing emissions and enhancing climate and community resilience, the Santa Monica Climate Action and Adaptation Plan establishes an interim goal of reducing carbon emissions 80% below 1990 levels by 2030 and a long term goal of carbon neutrality by 2050.

The policies outlines in the CAAP will use an equity lens to ensure just distribution of the benefits while addressing unequal burdens from climate change.
