The Palo Alto Sustainability and Climate Action Plan Framework is the city’s ambitious plan to create a prosperous, resilient city for all community members.  The S/CAP features a roadmap for achieving carbon neutrality through such strategies as advancing smart grids, pursuing zero waste and a circular economy, partnering with the community and maximizing carbon sequestration and storage in the natural environment.

In 2018, Palo Alto reduced greenhouse gas emissions an estimated 36 percent from the 1990 baseline by following measures as outlined in the S/CAP.
