Legislative Director / City Clerk​

Randi Johl, JD, CDE is a respected local government executive, governance advisor, facilitator, and educator with more than 20 years of experience helping public agencies strengthen leadership, improve governance, and navigate complex organizational challenges. She has worked extensively with elected officials, executive leadership teams, and community stakeholders throughout California, earning a reputation for bringing clarity, credibility, and practical solutions to high-profile and politically sensitive environments. 

As Founder and Chief Executive Officer of Civic Core, Randi provides executive-level governance training, strategic facilitation, leadership development, and advisory services for local governments. She facilitates council retreats, leadership workshops, and organizational planning sessions that improve communication, strengthen council-staff relationships, and build alignment around shared priorities. Her work focuses on helping governing bodies make effective decisions, resolve conflict constructively, and establish governance practices that support long-term organizational success. 

Randi also serves as Director of Legislative Affairs and City Clerk for the City of Temecula, where she advises the City Council and executive leadership on governance, public policy, organizational strategy, and open government compliance. Throughout her career—including leadership roles with the Cities of Temecula, Lodi, and Fountain Valley—she has guided elected and appointed officials through complex policy issues, facilitated cross-departmental initiatives, managed sensitive public matters, and ensured compliance with California’s Brown Act and other transparency requirements. 

In addition to her executive leadership, Randi serves as Institute Director for the Municipal Clerk’s Institute at California State University San Marcos, where she develops and delivers professional education in governance, leadership, and public administration for local government professionals across the state. Her commitment to advancing effective public service is further reflected through her long-standing service with the League of California Cities and her work supporting statewide leadership development initiatives. 

A Juris Doctor and Certified Diversity Executive, Randi combines legal knowledge, executive experience, and skilled facilitation to help public agencies address governance challenges with professionalism, neutrality, and integrity. Whether facilitating difficult conversations, advising executive teams, or designing leadership programs, she is dedicated to strengthening public institutions through effective governance, collaborative leadership, and practical, results-oriented solutions.
