I have been active with CSDA and Local Government Agencies for over 30 years,  including 20 years as General Manager for three different Districts. I have been of the Board for California Special Districts for the past two years, and am currently the general manager for the Phelan Piñon Hills Community Services District and have been since it was formed in 2008. In addition, I hold the Certified Special District Manager designation (CSDM) from the Special District Leadership Foundation.  I have served as advisor on the City Council Advisory Committee for my local city, Member of the Technical Advisory Committee of Mojave Water Agency and Vice Chair for the Legislative Committee and Audit Committee for California Special Districts
