City of Rocklin

Dr. Carlos Urrutia is a local government executive with more than 40 years
of experience in municipal management, public finance, infrastructure
development, and economic development. He served for 26 years as City
Manager of Rocklin, a premiere community in the Sacramento area, where
he also led the Rocklin Redevelopment Agency and Rocklin Public
Finance Authority. Previously, he served as City Manager of Soledad and
held administrative positions in several California municipalities.

During his tenure, Rocklin grew from approximately 8,000 to nearly 65,000
residents. Dr. Urrutia oversaw major infrastructure development, including roads, utilities, parks, affordable housing, municipal facilities, and freeway interchanges. He also participated in annexation negotiations, infrastructure financing plans, development agreements, redevelopment programs, and economic development
initiatives. 

Dr. Urrutia has taught municipal finance, public entrepreneurship, and municipal management at University of Southern California and other institutions, both in the U.S. and abroad. He has served on the League of California Cities City Managers Executive Committee and has participated in consulting assignments in Mexico, Colombia, and Central America. He is fluent in Spanish.

Since retiring from full-time municipal service, Dr. Urrutia has continued advising public and private-sector clients on municipal finance, land development, infrastructure, and governance matters, including strategic advisory work with Citrus Heights Water District and Monterey County.

Dr. Urrutia earned his Doctor of Public Administration degree from the University of Southern California with concentrations in public finance and public entrepreneurship.
