Director of Emergency Operations 
Diocese of San Bernardino/Riverside

Ms. Gallant presently serves as the Director of Emergency Operations for the Diocese of San Bernardino/Riverside, providing inter-governmental coordination, training, response and recovery efforts for the 100 parishes, 30 schools, hospitals and cemeteries operated under the jurisdiction of the Diocese, when impacted by natural or man-made disasters.

In addition to her post-retirement work with the Diocese, Ms. Gallant provides strategic policy, financial and administrative consulting to public agencies on an as-needed basis, including career mapping, mentoring and coaching.

During a near 30-year career in public service, Ms. Gallant served as:

• City Manager for several cities, retiring from the City of Alameda, having assisted the city through a significant financial and operational challenge during the ‘Great Recession’ and the city’s controversial
  negotiations with SunCal for the development of the Alameda Naval Station property.
• Deputy Economic Development Director for the City of Los Angeles Community Redevelopment Agency, responsible for the redevelopment of Hollywood which resulted in the renovation of Capitol Records, the Egyptian Theatre, Disney’s El Capitan Theatre, and the major Hollywood/Highland project which returned the Academy Awards to Hollywood in its now Dolby Theatre. For this work, Ms. Gallant was awarded a Hollywood Walk of Fame Star by the Chamber of Commerce, recognizing the ‘first’ and only time the City of Los Angeles has subsidized a private development through ‘site-specific’ financing
  for Hollywood/Highland project.
• Development Services General Manager/Deputy Director of Public Works for the City of Carson and the City of San Jose, respectively, responsible for more than $350 million of capital project budgets;
  management and oversight of department staff of 150; maintenance and operations of public roadways, transportation systems, housing, public building construction, permit processing, land-use planning and
  infrastructure master plans.
• Finance Director/Budget Officer/Management Analyst, beginning her career at the City of Santa Ana as a budget/management analyst, Ms. Gallant promoted through the ranks at the City to Deputy City Manager responsible for budget preparation and conversion to an MBO format; assumed position as first Finance Director for newly incorporated City of Moreno Valley, overseeing a department of 50 in finance, accounting, budget, debt management and overseeing the city’s numerous Mello-Roos and assessment district financings exceeding $100 million in site-specific financings for development projects.

Ms. Gallant holds a Bachelor of Arts degree in American History, with minors in English and Drama from the University of California, Irvine; a Master’s in Public Administration with a dual certification in Personnel and Public Finance from California State University, Fullerton.
