Yvonne Spence

The Fresno City Council appointed Yvonne Spence to the position of City Clerk in January 2012. She is the first African American appointed to this position.   As City Clerk, Yvonne assists city council candidates in meeting their legal responsibilities before, during and after an election, she provides access to city records and as the key staff for Council meetings, the Clerk prepares the legislative Agenda, verifies legal notices have been posted or published, and completes the necessary arrangements to ensure an effective meeting.The Clerk is entrusted with the responsibility of recording the decisions which constitute the building blocks of our representative government and ensures transparency to the public. 

Prior to coming to Fresno, Yvonne was the Deputy City Clerk for the City of Austin, TX for ten years.  Yvonne also worked for the State of Texas Environmental Agency and Sallie Mae (student loan servicing) as a Records Manager.  Yvonne holds a Bachelor’s Degree in Business Administration from Texas A&M University.  She is also a Certified Municipal Clerk (CMC) and a Certified Records Manager (CRM) with extensive experience in document imaging, indexing, and preservation and protection of records.

Yvonne is a member of the Association of Records Managers and Administrators (ARMA), the Institute of Certified Records Managers (ICRM), the International Institute of Municipal Clerks (IIMC), and serves on the board of the central division of the California City Clerks Association (CCCA) as Treasurer.
