About the Webinar

We know wildfires are getting more destructive in California every year. A single wildfire disaster, such as the 17-day Camp Fire in 2018, can impact communities for years afterward and cause billions in damage. As we continue to build close-quarters structures and infrastructure across the state, it is tempting to believe that wildfire disasters are the inevitable cost of living and doing business in California.

But what if there was a practical solution local governments could implement to put a dent in this trend? Better yet, what if there were several solutions, based on the latest fire science?

The Institute for Local Government (ILG) and our partners at Renne Public Law Group (RPLG) invite you to join us for this introductory webinar in our “Advanced Wildfire Risk Reduction” series. You will learn from Jon Holtzman and Dave Winnacker, part of the Advanced Wildfire Risk Reduction service — a combined offering of RPLG and their non-attorney division, Renne Public Management Group (RPMG). They will explain the “five ingredients” of large-scale fire loss and identify the framework for better protecting your community from wildfires.

In the remaining webinars of this series, we will dig deeper into actionable, proactive solutions for communities of any size to reduce their wildfire risk.

Speakers

  • Jonathan Holtzman – Founding Partner, Renne Public Law Group
  • Dave Winnacker – Retired Moraga-Orinda Fire District Chief and RPMG Consultant

Moderated by Melissa Kuehne, Director of Enterprise Programs and Special Projects, Institute for Local Government.

Webinar Series: Advanced Wildfire Risk Reduction
Strategies and Tools for Local Governments

Series Overview

Wildfire in California is not just a “season” but a year-round crisis. In 2025 alone, over 5,300 wildland fires — including two of the three most destructive wildfires in California history — have damaged over 350,000 acres.

Certain communities are more susceptible to wildfire losses. While we cannot change some factors, such as the number of strong, dry wind events, there are several actions local governments can take to stop fires from spreading into heavily populated urban areas (AKA “large-scale loss”) in the first place.

To help local government leaders better understand the multidisciplinary approach of wildfire risk reduction, ILG, Renne Public Law Group, and Renne Public Management Group are hosting a webinar series featuring subject matter experts and real-world practitioners who will provide information and best practices, facilitate discussion, and answer questions to help local governments better protect their communities against wildfires.
