Commercial Recycling Ordinances Webinar– Creating Effective Enforcement and Compliance Elements

As cities and counties consider adopting a commercial recycling ordinance, one of the key issues to evaluate is the type of enforcement and compliance to include in the ordinance. Options generally range from education only to incremental notification and service restrictions to citations, fines or civil penalties or other types of measures to promote compliance. Some jurisdictions handle enforcement themselves, while others work collaboratively with their solid waste and recycling service providers.

This webinar will explore different enforcement options local officials can consider and will highlight the programs of several agencies. It will provide presentations by local agency and solid waste/recycling representative including:

  • Howard Levenson, Assistant Director, Materials Management & Local Assistance, CalRecycle
  • Steve Grealy, Deputy Director, Waste Reduction & Disposal Division, City of San Diego
  • Patty Garbarino, President, Marin Sanitary Service

In addition, the webinar will also present an update of the commercial recycling regulations under development by CalRecycle, although the draft regulations do not include a requirement that cities and counties include an enforcement component.
