About the BOOST Program

All Californians deserve to live in communities where they can have access to clean air and water, clean transportation, affordable housing, and economic opportunity. Yet many communities across the state lack the staff capacity and resources to develop projects and secure funding to make this a reality for their residents. To help address this need, we have partnered with the California Strategic Growth Council (SCG) on the BOOST Program to help local governments across the state build capacity to address those needs.

The BOOST Program provides customized and tailored support to help communities:

  • Build awareness of funding opportunities to address climate action;
  • Organize projects to be best positioned to meet its goals;
  • Optimize existing resources and build more capacity;
  • Strengthen relationships with key stakeholders and identify new opportunities for regional engagement and collaboration; and
  • Transform their approach to addressing climate action.

BOOST Round 3: BOOST Imperial Valley (2024–26)

The third round of the BOOST Program builds on the success of the first two rounds, which cumulatively supported 17 municipalities and two geographic regions. BOOST Round 3 is the first BOOST Program to focus on one specific region: the Imperial Valley. BOOST Imperial Valley supports seven cities (Brawley, Calexico, Calipatria, El Centro, Holtville, Imperial, and Westmorland) and Imperial County as well.

Within the first year in the Imperial Valley, ILG’s BOOST Program has:

  • Provided 1,300+ hours of technical support.
  • Applied for $27 million in funding and secured $3 million in funding so far.
  • Trained over 50 local leaders in community engagement and governance best practices.

Previous BOOST Program Rounds (2019–23)

Across the first two rounds of the BOOST program, SGC and ILG:

  • Supported 17 cities and towns and 2 regions.
  • Provided strategic counsel, accessed funding, and/or identified expert consultants to help develop 7 Climate Action and/or Resiliency Plans.
  • Connected BOOST participants to over 80 grant opportunities, helping participants secure over $73 million in new grant funding across the participating jurisdictions.
  • Trained more than 100 local agency staff on effective public engagement strategies.
  • Helped multiple cities meet state planning mandates, which increases funding opportunities.

BOOST Round 3 Program Participants
2024–2026

BOOST Imperial Valley supports seven cities (Brawley, Calexico, Calipatria, El Centro, Holtville, Imperial, and Westmorland) and Imperial County as well. The Valley contains some of the largest lithium deposits in the world, underground, near the Salton Sea, a region also known as “Lithium Valley.” BOOST is helping the Valley access critical funding, organize more effective systems, and build long-term institutional strength in preparation for a widespread shift in its economic future.

The California Strategic Growth Council (SGC) and ILG launched BOOST Imperial Valley in 2024 as part of the Imperial Valley Ecosystem Initiative. That Initiative is a program designed to help Imperial Valley communities access federal, state, and public investments to meet their infrastructure needs and community development goals.

BOOST Round 2 Program Participants
2021-2023

The 2021 BOOST Program was based on the BOOST Pilot Program, which helped 10 cities and two regions build capacity to advance their climate and equity goals. The 18-month pilot was designed to provide flexible and responsive technical assistance to address the varying and evolving capacity challenges of local governments, while also sharing best practices and lessons learned to help inform state programs.

In the second round of BOOST, we selected seven cities to receive tailored support in the form of trainings, partnership development, community engagement planning and implementation support, grant application assistance, and communications support.

BOOST Pilot Program Participants
2019-2020

BOOST is a new pilot program created by the Institute for Local Government (ILG) with funding and support from the California Strategic Growth Council (SGC). The pilot will help under-resourced communities create a framework for sustainable community planning that is customized and tailored to communities’ specific needs.

The California Legislature appropriated $1 million for this pilot program from the Greenhouse Gas Reduction Fund, administered through California Climate Investments, a statewide initiative that puts billions of cap-and-trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health outcomes, particularly in disadvantaged communities.

The 2019-20 BOOST program was a pilot outreach effort focused on 10 cities and two regions in California. The jurisdictions in this initial cohort varied in size, geography and demographics. They were selected based on being under-resourced, disadvantaged or low-income, with staff capacity challenges, and a demonstrated desire to work on climate-related issues. The BOOST communities include: the cities of Arcata, Arvin, Bakersfield, East Palo Alto, El Centro, Mammoth Lakes, Paramount, Salinas, San Diego and Ventura, and regions in the San Joaquin Valley and the Coachella Valley. The BOOST Pilot Program ran through December 2020.
