Public Engagement Panel of Advisors

ILG’s Public Engagement program benefits from the input of a panel of academics, local elected officials, local government staff, community leaders and public engagement practitioners. These panel members provide guidance and feedback to help us understand and respond to the public engagement-related needs of local officials in California. If you have questions about the  POA please contact publicengagement@ca-ilg.org.

Please note, the Public Engagement Panel of Advisors (POA) members are not ILG staff and they cannot be contacted through ILG.

Sharon Friedrichsen is the Director of Budget and Contracts for the City of Carmel-by-the-Sea, CA.

Kristine Guerrero works as a Public Affairs Manager and Legislative Director for the Los Angeles County Division of the League of California Cities.

Sue Herbers

Sue Herbers recently retired from her post as the elected City Clerk in the city of Torrance after 20 years of service (1994-2014.)

Ed Honowitz

Ed is a project director with the Californians Dedicated to Education (CDE) Foundation in October 2016. He has a background in education policy, having previously served as education policy advisor for State Senator Carol Liu, who chaired the California Senate Education Committee. His work in the Senate focused on K-12 education policy, school-based health, community schools partnership strategies and cross agency collaboration.

Jeff Kiernan currently works with the League of California Cities as Regional Public affairs Manager for the 25 cities which make the Las Virgenes-Malibu, South Bay and Westside cities of Los Angeles County.

Malka Kopell

Ms. Kopell is an independent consultant who has been has been helping local governments and state agencies create and implement effective strategies for community engagement for more than 30 years. She has developed and managed engagement processes along the “collaboration continuum,” ranging from gathering public input to working with key stakeholders to co-design and implement programs, in the areas of public budgeting, election reform, neighborhood revitalization, downtown redevelopment, air quality, transportation, recycling, youth development, and public health.

Patricia E. Martel has served as the City Manager of Daly City, the largest and most diverse full-service community in San Mateo County, CA, since 2005.  She also serves as the General Manager of the North San Mateo County Sanitation District.

Bev Perry is the Executive Director of the Southwest Megaregion Alliance.

Pete Peterson

Pete Peterson  is the Dean of the Pepperdine School of Public Policy and a Senior Fellow at the Davenport Institute for Public Engagement and Civic Leadership.

He was the first executive director of the bi-partisan organization, Common Sense California, which in 2010 joined with the Davenport Institute at the School of Public Policy.

Cambria Pollinger has worked in the recreation field for 22 years and has been a Recreation Supervisor for the City of Ceres for the last 18 years. She Attended Stanislaus State University.

Peter Rumble serves the County of Sonoma as Deputy County Administrator overseeing the County’s strategic initiatives.
